This dress does NOT strech so the mentioned measurements around the upper body are the maximum this dress comfortably can be worn on. 
The dress had a lined top to keep the bust safe and comfortable without a load of scratchy seams, this also allows a bre-less use without your nips staring at people upon a cool breeze.
